With the privilege “Authentica ‘Habita'” promulgated in Roncaglia in 1158, Emperor Frederick Barbarossa pronounced himself in favour of the university community and recognised their right to move freely and safely to reach their studies, subjecting them to direct imperial protection and preventing reprisals; finally, jurisdiction over the students was entrusted to their respective teachers and, for those of ecclesiastical status, to the local bishop.
