Tras la invasi\u00f3n francesa, la estructura financiera del Antiguo R\u00e9gimen fue incapaz de cubrir el volumen de gasto exigido por las autoridades ocupantes y por la guerrilla que enseguida se opuso. La maquinaria b\u00e9lica precis\u00f3 de un capital suficiente para alimentar y pagar a las tropas y garantizar sus movimientos en un territorio fronterizo estrat\u00e9gico. Partiendo del capital obtenido de los navarros por la administraci\u00f3n francesa \u2013a trav\u00e9s de impuestos en met\u00e1lico\u2013, los 45 millones de reales de vell\u00f3n resultaron a todas luces insuficientes para cubrir la partida de suministros consumidos entre febrero de 1808 y julio de 1813.
