La organizaci\u00f3n de milicias que defendieran la costa de las incursiones berberiscas fue una tarea que comenzaron los Austrias desde el siglo XVI. El reforzamiento del corso berberisco (tunecino, argelino y tripolitano) en las primeras centurias de la modernidad, llev\u00f3 a que se organizaran milicias en las poblaciones afectadas, las cuales fueron progresivamente profesionaliz\u00e1ndose. La organizaci\u00f3n de estas milicias no solo permit\u00eda defender la costa de los desembarcos y ataques berberiscos, sino tambi\u00e9n socorrer las plazas norteafricanas en caso de asedio. En un contexto tan complicado como 1716, Felipe V necesitaba de todo el apoyo militar posible. Los a\u00f1os que dur\u00f3 la Guerra de Secesi\u00f3n fueron aprovechados por los enemigos de la monarqu\u00eda: Los argelinos hab\u00edan tomado Or\u00e1n y Mazalquivir. Los marroqu\u00edes a la cabeza de Moulay Ismail y su sucesor segu\u00edan asediando Ceuta.
