En un momento tan delicado como 1630, la ciudad de Valencia se encontraba en grandes problemas por el desabastecimiento de trigo y el incremento de los precios. Amparo Felipo Orts afirma que ya desde 1628 se estaba produciendo esta situaci\u00f3n que en realidad respond\u00eda a una coyuntura europea. Los brotes de peste impidieron el abastecimiento desde Catalu\u00f1a o Francia, por lo que se tuvieron que tomar decisiones urgentes. En aquella coyuntura, la Monarqu\u00eda Cat\u00f3lica estaba en guerra con los Pa\u00edses Bajos e Inglaterra por lo que, aparentemente, las rutas comerciales se hab\u00edan roto. La necesidad de la ciudad llev\u00f3 a que Felipe IV accediera a que las naves holandesas aprovisionaran de trigo a la ciudad de Valencia pese a que la legislaci\u00f3n prohib\u00eda el comercio con enemigos. Desde una perspectiva hist\u00f3rica, el aprovisionamiento del pescado tan importante para el rito cat\u00f3lico no se hab\u00eda interrumpido desde tiempos de Felipe II con Inglaterra, ni el comercio con Francia.
